Transport of Wheelchair-Seated Passengers: ‘Travel Safe’ Guidance

This guide provides an overview of the essential requirements for the safe transport of wheelchair-seated passengers in road vehicles.


 

Preparation for Road Transport

Key Considerations:

  1. Transfer Preferred

    : If possible, wheelchair users should transfer to a vehicle seat and store their wheelchair as luggage. Use vehicle seat belts for safety.

  2. Manufacturer’s Instructions

    : Verify the wheelchair is suitable for transport (compliant with ISO 7176-19:2008). Follow any specific settings like tilt or recline angles.

  3. Wheelchair Orientation

    : The wheelchair and user must face forward in the direction of travel.

  4. Remove Luggage

    : Remove backpacks or additional items to maintain wheelchair stability during boarding or transport.

 


 

Securing the Wheelchair

Proper Use of Tie-Down Systems:

  1. Use a 4-Point webbing tie-down system compliant with ISO 10542-1.

  2. Place front tie-downs wider apart to avoid contact with foot supports, ensuring lateral stability.

  3. Attach rear tie-downs straight back to anchor points for secure placement.

  4. For heavy powered wheelchairs, additional rear tie-downs may be necessary. Consult the wheelchair’s user manual for guidance.

 


 

Protecting the Occupant

  1. Always use a 3-point lap and diagonal seatbelt system.

    • Lap Belt

      : Should run under arm supports and side guards, close to the pelvis.

    • Shoulder Belt

      : Should cross the mid-shoulder and sternum, anchored above and behind the passenger.

  2. Avoid direct-to-floor anchor belts—they increase spine and shoulder strain and do not meet ISO 10542-1 standards.

 


 

Seating Orientation

  1. Forward-Facing

    : Preferred and tested for safety.

  2. Rearward-Facing

    : Requires head and back support to prevent injury during impact.

  3. Side-Facing

    : Not permitted under any circumstances.

 


 

Vehicle Entry and Egress

Ramps:

  • Slope Angle: Max for unassisted manual wheelchairs; max 14° for assisted.

  • Width: Minimum 800mm.

  • Load Capacity: Minimum 300kg.

  • Include side edge protection of at least 25mm.

Passenger Lift Platforms:

  1. Operators must undergo approved hands-on training.

  2. Check lifting capacity—minimum 300kg.

  3. Ensure the platform and vehicle are level.

  4. Verify wheelchair orientation (forward or rearward).
